First time I put PFS in my tank, I didn't wash first and had cloudy water for a couple of days. Second time I rinsed before-hand, and had no cloudiness.
Either way, try this. Put your sand in first, sit as big a cooking pot or sauce pan on the sand, add your water into the pot. If you minimize stirring up the sand, you avoid the cloudy water altogether!
