What is the best way to service a aquaclear 70. Do I need to buy a new carbon pack? If not, what should I put in its place

No carbon.
Put two or three AC sponges in it.
About once a month you can squeeze out the dirty sponges in a bucket of clean water.

+1 i have mine set up with a sponge polishing filter and some ceramic rings ment for a canister. Works great and all is easy cleanin!
