Go to a landscaping store for cheap rocks.
The $1/gallon sale is going on at Petco. You can get 20L/29 or 40 as part of the sale.
The cheap route for LEDs is getting spotlights, the ones with a plug are easier.
The cheap route for tank stands is to build your own from 2x4s.

I have a wrought iron stand for a 20 gallon or 15 gallon (24" x 12") has two levels so can hold two tanks. Pm me if interested.
