Light is definitely a good idea. Java fern doesn't need to much light, but it needs some. A single T8 at 6500k should do it. I had mine EXPLODE in grown many times in a 29 Eclipse setup. I had 1x24" T8 PowerGlo and 1x24" T8 Actinic 420 and I had to clear out a full five gallon bucket about 4 times over 8 years. Was quite a sight actually, Don't know how all that plant matter fit in that tank. One time a had an 6" pleco die and didn't even know it till I cleaned out the fern and found the completely clean bones tangled in the fern. Guess he fed the fern.

Some Flourish wouldn't hurt either, just to help it recover.

Java Fern absorbs its nutrients through the leaves, not the roots. The roots are actually not roots at all, they are grabbers (can't remember the actual term).
