Why not just get a power head? That fixed it for me in my 50 gallon. Even just a little cheap one would help.

This reminds me of an idea I had with those glass beverage dispensers. They have a lever pull down to empty the water, then you refill it. It would make a great bettaquarium. Even shrimp or other nano tank species. It would also be bigger for the fish and cheaper for the person. See...

How long have you had this filter? If you call the company and haven't had it too long, they might replace it for free.

Yeah if it is in good shape! My 38 needs to be resealed but it's old and has scratches so I would rather just get one in better shape!
