Our water in Clarksburg seems normal but I do notice the water at work in Gaithersburg being discolored.
Will the regular water conditioners help combat any of the water funk happening lately?

From the report, sounds like the water simply has more manganese than usual, but is not a health issue. I don't see how a water conditioner would affect that one way or another. I'd keep using your conditioner, of course.
