HO T5 bulbs

Yes, as long as its a t5 fixture. The only difference will be that if its supposed to put out specific wavelength or colored light it may be off slightly. It won't be getting the exact amount of power it was designed to get therefore it won't produce the exact wavelength it was designed to produce. Probably so slight a difference you won't notice much.

I use T5 s for my planted tanks, would the lesser production of the HO bulb in the non HO fixture offset the increased price of the HO bulbs?
 
Yes I assume it would if the ballast only pushes the wattage for a non HO it would be pointless to put a HO bulb in it. It will work it just won't be HO
