Tank Re-Build

So I salvaged this Oceanic RR 57g tank. I already got it completely apart and that glass cleaned, and I am planning on rebuilding it as a rimless using the bottom trim only as it is 9mil/3/8 glass.

3 things I would like some input on -

There are some chips on the front and back pane edges. All but one were already there before I took it apart. All the chips are on the same edges so should I put the on the top or bottom? Also, should I sand them out to avoid cracking or leave them alone?

I am getting a quote for 2 x 2 3/4 inch wide pieces for bracing on the top ends. Is this required, or is it overkill for this size tank.

Here is the interesting one.

I found this silicone online that is specially made for aquariums and vulcanizes at room temp. Its also on sale. So I'm wondering if anyone here has used it before. I read a few very good reviews on it and it has a good rating on amazon.

Two more question.

Is there a difference between Krylon fusion and Rustoleum "also bonds to plastics"?

Would Rustoleum Appliance Epoxy paint be safe to use on PVC that is going in the tank?

I am not sure if there is a difference in the paint but I can tell you that I successfully used Krylon Fusion in my 75 gallon for a spray bar and had zero problems with it. Just make sure it has fully cured before putting it in the tank. I think I waited a week or so before using it.
