white on skin... what is it?

This guy has this on his skin.
Not sure if someone attacked him or is a skin condition.
Any thoughts? and how to treat it?

more info: this guy is in a 180 with about 30 more Africans. it is the only fish with this condition. sometimes looks better almost gone, then it comes back.
Aside from that, he looks fine and swims normally.

Looks like a wound to me. Clean water and melafix would be my route of treatment.
