Are you planning on growing plants, or just need a light for the tank?
I know a place you can get 48" "cool white" LED shoplights for about $35 around Andrews AFB.

The Beamworks units are a very good deal. But I did just get one in the mail that looked used (lots of oxidation on the cables, maybe even salt build up). They are replacing it, so not a big deal.

Also, if you want to grow plants you'll want more light than the $30 unites listed which are less than 25 watts of 6500K light. For more light (80 watts!), this one looks like a great deal... but does say used:
