I run my Penquins without the biowheels, just use them for mechanical filtration. There is no need for additional biolfiltration as there is plenty of BB in the substrate as long as good water movement is provided. Like AC, Penquins can can run on inpeller of the lower model. The flow will be slower, but the filter media will last longer. The limitation of HOBs is not the flow rate, but the filter media capacity.
